Commissioners preview Chipotle proposal at Carriage Gate Center; staff to check prior Menards conditions

The Richmond Planning and Zoning Commission received an early briefing on a proposed Chipotle to be located at the end of the Office Depot building within Carriage Gate Center near the Eastern Bypass.
Staff said the applicant plans a pickup window (described to commissioners as a drive-through pickup lane for orders placed in advance) rather than a full drive-through ordering lane. "We'll have a pickup window," planning staff said, describing site layout and saying the owner expects the design will not block through traffic.
Commissioners raised traffic and access concerns connected with the existing shopping-center circulation and the signal at the bypass. One commissioner asked staff to review conditions put in place for the adjacent Menards project, including whether an additional exit or traffic signal was part of those prior approvals. "I'll look into all conditions and restrictions that were put in place with Menards and the current shopping center," planning staff said.
Staff said the developer intends to present formally at the commission's July meeting, at which time commissioners will have site drawings and can ask more detailed questions about access, parking and potential traffic impacts. No formal action was taken at the briefing.
