City advances sixth amendment for Westerly Creek improvements; Aurora adds $2M

Aurora Water staff summarized the sixth amendment to the 20 Second Avenue outfall to the Westerly Creek improvement project and said staff will increase Aurora’s contribution by $2,000,000 for work that includes adding water‑quality features and realigning the channel near Stanley Marketplace to move properties out of the floodplain.
Staff said previous intergovernmental agreements had included contributions from Parks but that Parks is not participating in this IGA this year. The presenter said the project is under construction in sections and that the city expects to start the realignment/construction work next season; staff expressed confidence that current cost projections are in line with budget.
Committee members asked whether Denver properties would benefit from the diversion; Aurora Water staff said the alignment currently leans to the eastern side of the box and that no Denver properties are currently affected by the proposed realignment. Staff also described how contributions and percentage splits vary project by project depending on who receives regional versus localized benefits.
The committee supported moving the amendment forward to the regular council meeting for approval.
Less critical details: staff noted that county or other jurisdictions sometimes participate depending on drainage area benefits; this segment of Westerly Creek has historically had limited protections for water quality and the amendment includes water‑quality improvements.
