Commission adjusts one property valuation, denies another after abatement hearings

The Dickinson City Commission on June 17 heard two abatement requests from property owners and issued different rulings after testimony from City Assessor Hirschfeld.
For 2566 States Boulevard, Hirschfeld told the commission that staff had discovered an incorrect sketch on the property card and adjusted the card to reflect the house and garage sizes. The assessor said the corrected card produced a slightly higher valuation overall, but the owner asked that the valuation for 2023 and 2024 reflect only the sketch correction.
Hirschfeld reported the owner's requested values would be $358,900 for 2023 and about $384,000 for 2024; Hirschfeld explained other adjustments from the recent revaluation (including a higher‑quality basement finish) produced a higher current assessed value. Commissioner Frederick moved to adopt the owner's requested values for 2023 and 2024; Commissioner Riddle seconded. The commission voted aye unanimously and the motion carried.
For 2893 Third Avenue West, a commercial office building, the owner requested a lowering of the assessed value from about $606,000 to $434,700. Hirschfeld said he inspected the building and found the property record card to be accurate following the Vanguard reappraisal in 2023 and that the owner provided no sales or income data to support a lower value. Commissioner Bair moved to make no change to the true and full valuation; Commissioner Riddle seconded. The commission voted unanimously to deny the abatement request.
Both decisions were recorded on the meeting minutes; commissioners emphasized the need for supporting documentation when requesting valuation changes.
