Council approves crossing guards, app subscription, patrol laptops and motorcycles in consent and new business

The Westland City Council on June 16 approved a bundle of contracts, purchases and permits that the meeting treated as consent or lightly debated new business. Items approved included a one‑year agreement for crossing guard management, a renewal of the city’s mobile reporting app, the purchase of replacement patrol laptops, four new police motorcycles, and a temporary event permit for Texas Roadhouse.
Crossing guards: The council approved a one‑year agreement with the Municipal Service Bureau for crossing guard management services covering the Wayne‑Westland School District within the city boundaries. The contract term is July 1, 2025, through June 30, 2026, for $243,000, and authorizes the mayor and city clerk to execute the agreement. The agreement was moved by Councilman Murkowski and seconded by Councilman Hornbuckle; roll call recorded unanimous approval among council members present.
Click and Fix mobile app: The council approved an annual subscription renewal for the city’s mobile reporting app (marketed as Westland Click and Fix) for $18,731.07, effective immediately through July 29, 2026. Pro Tem Sampey led discussion and asked staff whether the app’s functionality could be expanded beyond issue reporting. Director Brown (city IT/communications) said the vendor product is primarily a reporting tool but that staff will add links to the city events calendar and trash pickup information. Director Brown also said the city has received more than 84,916 requests through the app since implementation.
Patrol laptops: Council approved purchase of 30 replacement patrol laptops for the Westland Police Department. Council discussion explained the replacement is necessary because Windows 10 reaches end‑of‑life on Oct. 14 and the department’s in‑car equipment cannot be upgraded in place; the replacement units are ruggedized, preconfigured and include installation hardware, printers and vehicle mounts. The chief said the total authorization requested was up to $135,000 to allow for contingencies and installation; the department also reported it has a pending reimbursement grant application for up to $100,000 that would offset the cost if awarded. Council approved the purchase after discussion of hardware compatibility and disposal of existing devices.
Motorcycles and event permits: Council also approved purchase of four police motorcycles as part of the capital outlay and approved a temporary event permit (and waiver) for Texas Roadhouse to host a live music event on July 13, 2025, from 9:30 p.m. to 11 p.m.; the police chief said the anticipated traffic and parking impacts were minor for the proposed timing.
Other consent items approved without extended discussion included a DTE master agreement for street lighting on Middlebelt Road (cost not to exceed $120,752.53), seasonal fireworks tent permits, and professional services agreements for recreation and public services listed on the consent calendar.
