Council approves financing notes, infrastructure contract amendment and multiple routine measures; several first‑reading ordinances advance

Vandalia City Council on Monday approved a series of financial and administrative measures, including two emergency ordinances to reissue notes for existing debt, a $206,393 contract amendment for phase 2 of a facilities infrastructure project, and several routine reappointments and zoning actions. All recorded roll calls on these items were 7–0.

The council opened the meeting and handled several routine items before voting on the measures. Council members repeatedly described the financial items as “housekeeping” to refinance or reissue existing obligations rather than new borrowing.

Council approved two emergency ordinances to issue notes in anticipation of bonds to retire already‑existing debt. Emergency Ordinance 25‑11 authorizes notes up to $1,272,000 in anticipation of bonds for retirement of the city’s taxable land acquisition notes (Series 2024). City staff said the outstanding note for the Stone Quarry Crossing land acquisition matures July 22, 2025, and the full amount due is $1,399,000 in principal plus interest; the new note would mature in July 2026.
