The council opened the meeting and handled several routine items before voting on the measures. Council members repeatedly described the financial items as “housekeeping” to refinance or reissue existing obligations rather than new borrowing.
Council approved two emergency ordinances to issue notes in anticipation of bonds to retire already‑existing debt. Emergency Ordinance 25‑11 authorizes notes up to $1,272,000 in anticipation of bonds for retirement of the city’s taxable land acquisition notes (Series 2024). City staff said the outstanding note for the Stone Quarry Crossing land acquisition matures July 22, 2025, and the full amount due is $1,399,000 in principal plus interest; the new note would mature in July 2026. Council approved the emergency ordinance by roll call, 7–0.
