Midvale first to approve amended Transjordan interlocal; Herriman to join regional solid-waste agency

Midvale City on June 17 became the first of Transjordan Cities’ member cities to approve a second amended and restated interlocal agreement that will allow Herriman City to join the regional solid-waste authority.

Jaren Scott, executive director of Transjordan Cities, told the council that Herriman currently delivers about 20,000 curbside tons and makes about 14,000 resident visits annually to Transjordan facilities but had never been a member with voting rights. Scott said membership would preserve tonnage at Transjordan, help control costs for existing members through economies of scale, and allow Herriman residents a closer drop-off option.

Scott and legal counsel Craig Hall explained that Herriman’s buy-in would be structured similarly to prior new members (South Jordan, Riverton, Draper) and would be paid over time: an estimated $5.5 million buy-in paid via differential tipping payments and a multi-year deposit schedule. Scott said the board unanimously supports Herriman’s admission and that loss of the city’s commercial tonnage to a nonmember facility could raise costs for remaining members.

Council members praised long-serving Transjordan chair Kane Loder for decades of service and asked about traffic and capacity at the transfer stations. Transjordan representatives said traffic studies were done and that the Sandy transfer station opening this summer will relieve long-haul truck trips and reduce emissions; planned site access improvements would route most heavy trucks via industrial arterials.

The council unanimously adopted Resolution 2025-R-37 authorizing the mayor to sign the amended interlocal agreement allowing Herriman City to become a member of Transjordan Cities. Midvale’s vote was 7–0; the same amendment must be approved by the other seven Transjordan member cities to take effect.
