The Saratoga Springs City Council unanimously approved a slate of routine and policy items on June 17, including the certified property tax rate for tax year 2025–26, development agreements for Fox Hollow and Still Ridge, amendments to the city sign code and land development code, and updates to the council bylaws.
The council approved the certified tax rate for tax year 2025–26 with no increase in the city portion. Staff said the city’s rate will decline slightly because assessed values have risen; the city will collect more total property tax dollars due to new growth even though the rate is stable. The council approved resolution R25-33 adopting the rate (motion carried unanimously).
The council approved a reimbursement agreement with Lennar Homes (Fox Hollow Neighborhood 5). Under the agreement Lennar will receive park impact fee credits and agreed to contribute funds (staff said Lennar will pay 50% of certain fence costs out of pocket) to complete missing open-space fence segments and to work with affected homeowners. The council approved resolution R25-34 (motion carried unanimously).
Council members also approved the Still Ridge development agreement that sets terms for construction of a city entry monument at the southwest corner of Riverside Drive and Crossroads Boulevard. Staff described a cost-sharing approach and an RFP process to select a design and contractor; the council approved the agreement with staff findings and conditions (motion carried unanimously).
Code changes passed on unanimous votes. The council adopted Ordinance 25-48, consolidating and clarifying sign regulations for commercial zones and standardizing the term “ancillary sign.” The council also approved amendments to Title 19 (land development code) to clarify definitions and parking requirements for athletic coaching, group fitness and personal training uses (motion carried unanimously).
The council approved an update to its bylaws (Resolution R25-35) to clarify invocation practice following the U.S. Supreme Court decision Reed v. Town of Galloway; the update states that council members, not outside guests, are the individuals authorized to deliver invocations at council meetings (motion carried unanimously).
Other procedural motions recorded on the agenda also passed unanimously, including approval of consent items and a motion to move into a closed session at the meeting’s end. Where votes were read aloud, the clerk recorded unanimous “aye” votes from council members present.
