Johnston approves dog-park construction contract after bids come in under budget

The Johnston City Council on a motion approved the construction contract for the new Johnston Dog Park after receiving 12 bids and a low bid that came in under the city’s engineer estimate.
City staff reported a low bid of $604,888 from TK Concrete with a bid alternate priced at $79,419 that would add roughly 20 additional parking spaces to the project. Staff and the project engineer recommended awarding the contract to TK Concrete. The council approved three separate resolutions tied to the project: adoption of plans/specifications and estimate of cost; awarding the contract (including the alternate); and approving the contract and bond. The contract requires the project be completed by September.
The project team said the final design was scaled back from concrete paths throughout in order to meet budget; staff expects some future, smaller upgrades could be added later if use suggests it. During the public hearing, council members emphasized the value of the additional parking and the choice of black-coated fencing to maintain a less reflective appearance along nearby roadways.
Council voted to approve each of the three resolutions. Staff said the bid packages were competitive (12 bids opened June 3) and that TK Concrete has completed other public works projects in Johnston. The engineer and staff noted the bid amounts keep the project within the budget and allow the alternate parking expansion to be built now rather than postponed.
The council closed the public hearing and approved the resolutions by roll call. No speakers from the public objected during the hearing; council members asked questions about timeline and materials before voting.
The city will move forward with contract execution and bond approval; staff will return with usual construction notices and updates during project implementation.
