Cumberland County commissioners on June 16 approved four separate rezoning requests covering properties in south Fayetteville, Eastover and the Spring Lake area. Staff and the planning board recommended approval for all requests, and commissioners voted unanimously in each case.
Key decisions and findings:
- ZON250008 (Cumberland Road/Ireland Drive area): The board approved a conditional rezoning from R6A and C1P to C2P/CZ (plan service and retail district, conditional). Staff said the site is vacant, largely wooded and consistent with the Southwest Cumberland land use plan; the approval includes conditions on rear-yard setback, fence permitting, driveway surfacing to accommodate emergency vehicles, and placement of street trees. Planning board vote: 7–0. Board vote: unanimous.
- ZON250010 (Rock Hill Road area, Eastover land-use plan): The board approved rezoning from A1 agricultural to R40 residential for roughly 16.5 acres to allow single-family homes; staff reported water availability but no sewer and said septic permitting would be required. Planning board vote: unanimous; board vote: unanimous.
- ZON250013 (White Plains Drive/Huckleberry Road area): The board approved rezoning from A1 agricultural to R30 residential for about 3.45 acres adjacent to I‑95; staff noted similar constraints (water available, no sewer). Planning board vote: unanimous; board vote: unanimous.
- ZON250016 (Spring Lake area): The board approved rezoning from R10 / RR (rural residential) to CP plan commercial for a 4.3-acre site at the intersection of Manchester/Lillington Highway. Staff noted the site sits on a heavily traveled highway and that policies in the Spring Lake area plan support limited commercial at such locations; planning board recommended approval 7–0 and the board adopted the rezoning.
Why it matters: the approvals reflect staff analysis that each request is consistent with adopted area land-use plans or supported by plan policies; one request (ZON250008) used conditional zoning to manage potential impacts. County staff noted lack of sewer on several sites, meaning future development would rely on septic or sewer extension processes.
Votes: all four rezoning requests were approved unanimously by the board at the June 16 meeting. Motions were made by Commissioner Patel and seconded as recorded in the meeting minutes.
