He said OVG — the Coliseum operator under contract with the county — had provided $275,000 in capital funds to help cover the overages and that staff had prepared a budget revision to formalize the accounting.
The county manager and the general manager for natural resources worked quickly to assemble contract documents and a budget amendment after receiving the final contract materials this morning, Moorefield said. The board approved the contract and change order by unanimous vote, with Commissioner Tyson moving the motion and the board adopting budget revision BR250434 as presented.
Why it matters: commissioners were told the project has been pending for years and that the Coliseum operator had placed restrictions on booking in areas affected by the work. Approving the contract allows renovation work to proceed on a schedule staff said was important to preserve event bookings and revenue.
Details: the board accepted the original construction award in June 2024. The approved change order increases the contract by the amount described in the change-order documents presented at the meeting. Amanda Lee, who provided supporting materials in a memorandum included in the meeting packet, and finance staff confirmed available capital funds plus the OVG reimbursement would fully fund the revised contract amount.
OVG funds: Moorefield and county staff said the $275,000 labeled “OVG reimbursement” came from capital funds OVG had reserved for capital improvements to venue spaces that support revenue generation. County staff reported OVG had already transferred that money to the county for this purpose.
Next steps: the county manager was authorized to execute the contract and change order after confirmation of required bonds and contract documents. Construction can proceed according to the schedule reflected in the contract documents; staff said work would affect scheduling and that the operator had held dates pending board action.
No commissioner comments changed the substance of the motion. Commissioners voted unanimously in favor.
