Marin Housing Authority board approves master development agreement for Golden Gate Village phase 1 after residents raise parking and "demolition" concerns

The Marin County Housing Authority Board of Commissioners on June 17 authorized the executive director to sign a master development agreement (MDA) with Burbank Housing to advance Phase 1 of the Golden Gate Village revitalization project, voting unanimously to approve the agreement.

The board and project team said the Phase 1 project — an 88-unit preservation and rehabilitation effort — has been ranked second statewide in the low-income housing tax credit application pool and, if the ranking holds, could receive a reservation of tax credits from California’s Tax Credit Allocation Committee (TCAC). If awarded, the reservation letter would arrive on Aug. 20; construction is projected to begin Feb. 16, 2026, assuming necessary financing and HUD approvals are secured.

The MDA formalizes terms for Phase 1, which the presenter described as a “comprehensive rehabilitation” or “gut rehab” of existing buildings. The project team and Burbank representative said the work will replace interior systems (electrical, plumbing, HVAC, kitchens and baths), repair or replace exterior materials on the low-rise wood-frame buildings as needed, and preserve the site’s historic character under Secretary of the Interior…
