Board approves adding and funding one retirement specialist position

The Imperial County Board of Retirement on June 18 approved adding and funding one retirement specialist position (a second Retirement Specialist 2 allocation) to the retirement department’s staffing roster.
Retirement Administrator Scott and staff explained the request by describing two pressures: the upcoming implementation of a new pension administration system (PAS) and an increase in PEPRA-era membership and retirement estimates. Staff said the department currently has one Retirement Specialist 2 who serves as the primary accuracy checker; adding a second RS 2 would create a staffing ratio of three RS 1s to two RS 2s (proposed) to maintain checking capacity during system implementation.
Scott said the department coordinated with county HR and that HR advised the short-term approach was to allocate an additional existing RS 2 because that classification already exists in the department. Staff confirmed the department has budgeted funds and that moving the IT duties to county IT and vendor support freed budget lines to cover the position. Trustee David H. Prince and others spoke in favor of hiring now to support the large PAS implementation workload.
Trustees debated whether a broader organization-wide classification and compensation review should be completed first; some members expressed concern about piecemeal changes. Staff said the request is not a range increase but an additional allocated position; the longer-term succession planning and class-and-comp study would continue.
A motion to approve the addition and funding of one RS 2 position was made by Suzanne C. Bermudez and seconded by Jose Landeros; the motion passed by voice vote.
