Miramar approves three-year school crossing guard contract totaling $2.15 million

The City Commission approved a three-year contract for school crossing guard services to Kemp Group (listed in the agenda as "Kemp Group International" / "Kemp Group") in a total amount of $2,150,647.20 for the initial term, with options to renew for two additional one-year terms.

Police and procurement staff presented the item, noting the solicitation (IFB 25-014) drew eight responses, including two from Miramar businesses. The vendor selected was identified as the lowest responsive, responsible bidder whose bid met minimum IFB requirements.

Service and budget: staff said the contract covers 65 school-post locations, with morning and afternoon coverage. The police department described the program as supporting pedestrian safety for children who walk or bicycle to school and as complementary to other public-safety measures such as school resource officers. The agenda packet lists the total three-year contract value as $2,150,647.20; staff said the contract is budgeted in the police department GL account and provided annual allocations during the presentation.

Questions from commissioners focused on per-year allocations, administrative overhead in the contractor's fee, and how the city would respond to changes in school occupancy and service needs. Staff said the vendor employs five supervisors who oversee the 65 crossing-guard posts and that the city has budgeted for the contract within the police department.

Vote: the commission approved the contract by roll call. Staff will finalize the agreement and work with the contractor to implement assignments and supervision for the covered posts.
