Carson City Airport Authority approves $47,475 change order for snow-removal equipment building; will use pavement maintenance budget

The Carson City Airport Authority approved change order No. 1 to the contract with Houston Smith Construction Inc. for the Snow Removal Equipment (SRE) Building (AIP 44), not to exceed $47,475. The board also authorized use of a pavement maintenance budget item to cover the additional cost.
Corey (airport staff) and the project engineer reported that construction inflation and material cost increases prompted the change order. The package includes an airport-requested access road from the ramp to the SRE Building, higher costs for building materials, stairs and handrails, and overhead sectional doors. The contractor agreed to absorb the pavement work portion without profit and agreed to other concessions that reduced the net increase, the engineer said.
Staff and the engineer told the board the Federal Aviation Administration will not reimburse costs caused by inflation, so the airport must self-fund the change order; staff said the pavement maintenance line item contains sufficient funds. Staff warned that not approving the change order could put the project’s federal funding at risk.
Board member Harlow moved to approve the change order and use the pavement maintenance budget; the motion was seconded and approved by voice vote. No roll-call tally was recorded in the transcript.
Separately, engineers said the SRE Building pre-construction meeting had occurred, the start date moved from June 23 to June 30, and the city approved a permanent access point from College Parkway that will reduce construction traffic in front of nearby hangars.
