Miramar approves $1.5 million renewal for sewer rehabilitation contract

The Miramar City Commission voted to renew a contract with Inliner Solutions LLC for sewer collection system rehabilitation, authorizing a one-year renewal not to exceed $1,500,000 inclusive of a 3% price-escalation provision.

City staff told the commission that the wastewater collection system in portions of Miramar was built in the 1950s using vitrified clay pipe and is nearing the end of its useful life. The presentation identified Sewer Basin 2 (bounded by Southwest 60th Avenue east to Southwest 60th 8th Avenue west, Southwest 25th Street north to Southwest 30th Street south) and Basin 5 (roughly Acapulco Drive east to Island Drive west, Pembroke Road north to Miramar Boulevard south) as priorities for fiscal year 2025 work because of repeated failures and groundwater infiltration.

Why it matters: rehabilitation is intended to extend pipe life, reduce infiltration and inflow into the system, limit sewer overflows and lower operating costs for pumping and treatment. Utilities staff said the work will replace or renew aging sections and seal manholes that were shown in the presentation as permitting infiltration.

Procurement and scope: the original award was made after an IFB in 2024 that included an initial year plus three one-year renewals. The renewal approved on June 18 uses the first one-year option and includes a participation plan (20% overall participation target made up of 10% CBE/SBE and 10% local participation as stated in the staff report). The city manager recommended approval.

Vote and next steps: the commission approved the renewal by roll call. Staff will return with executed agreements and proceed with field work and inspections described in the procurement materials.

Budget and limits: the contract was approved as a not-to-exceed amount ($1,500,000) and includes a 3% escalation clause to account for material and labor cost increases.
