Marion County CRA confirms preliminary Silver Springs trust fund estimate, approves allocations

The Marion County Community Redevelopment Agency on a unanimous vote approved a preliminary Silver Springs Community Redevelopment Area (CRA) trust fund estimate for the 2025–26 fiscal year and authorized continued use of the clerk’s budget estimate for initial budgeting.
The agency convened with Chairman Bridal presiding. Chris Reisen of the Growth Services Department presented the item, saying the Marion County property appraiser’s preliminary valuation for the CRA is $200,200,000. Reisen said that valuation would translate to roughly $514,000 in tax increment revenue, but that the Marion County Clerk of Court’s budget office has been using a tax‑increment estimate of $499,000 and the CRA will continue to base its initial budget on the clerk’s $499,000 figure.
The nut of the matter was the agency’s decision to adopt the preliminary trust fund estimate and retain the clerk’s conservative revenue assumption for the coming year. The motion to approve the preliminary Silver Springs CRA trust fund was made by Commissioner McLean, seconded by Commissioner Stone, and passed unanimously.
Reisen summarized how the draft budget allocates funds. The agency will continue a $175,000 allocation for a sheriff’s detail for the coming fiscal year; that allocation was unchanged because the sheriff’s office did not modify its rates. The draft budget also includes funding for the second half of pedestrian and median improvements on the eastern portions of State Road 40/Silver Springs Boulevard. Reisen said staff is coordinating those improvements with the Florida Department of Transportation (FDOT) resurfacing schedule.
Commissioners asked about previously discussed wayfinding and gateway signs. Reisen told commissioners that wayfinding signage and a larger gateway sign project are unlikely to be completed in the current calendar year; the gateway sign would be a larger expense, and staff is working to coordinate with the Tourist Development Council (TDC) on that element. Commissioners requested a follow‑up meeting with Reisen to develop concrete action steps; Reisen agreed to schedule a 20–30 minute meeting and to return action steps to the next CRA meeting.
The agency also approved three sets of minutes earlier in the meeting; that motion passed unanimously. Reise n (Growth Services) said staff has submitted an application for a state redevelopment award for the CRA master plan update; if awarded, the state association will present awards at its annual conference in October and the presentation typically occurs on the conference’s Thursday night awards ceremony. Reisen noted the CRA’s next meeting is scheduled for Sept. 3, when the official CRA budget will be adopted.
No formal amendments or conditions were attached to the preliminary trust fund approval. Commissioners did not change the sheriff’s allocation or the clerk‑based revenue assumption at that time.
The meeting adjourned and the agency moved on to a short zoning session.
