Staff updates: short-term rental survey to Board in July; low-intensity camping draft expected next year

Planning staff updated the commission on two ongoing programs: short-term rental policy and low-intensity camping.
Senior planner Mark Kliese reported that county staff completed an online survey and stakeholder meetings on short-term rentals and is preparing a memo for the Board of Supervisors; staff expects that memo to go to the board at the final meeting in July. After the Board receives the memo, staff will prepare a draft ordinance and return it to the Planning Commission, tentatively in early to mid-September.
Staff working on low-intensity camping said stakeholder outreach has concluded and that the department will draft an ordinance and environmental review next. Staff noted they are closely monitoring a pending state Assembly bill that could set statewide rules; depending on that bill’s outcome, the county may use the state framework when drafting local regulations. Because of that pending legislation, a local draft ordinance for low-intensity camping is likely to appear next year, staff said.
Commissioners asked for projected timelines; staff gave the July/September timeline for short-term rentals and said low-intensity camping timelines would likely extend into the following year pending action on the state bill.
No formal actions were taken; the updates were informational.
