Developers say Water Walk master plan nears final design; traffic, wetlands and sewer work ongoing

Capital Partners project manager Dave Craig told the Town of Irmo council that work on the Water Walk planned development is progressing toward final design and permitting, with a traffic study, environmental work and off-site sewer routing among the remaining items.
"Water Walk is a 65 acre site on Highway 6," Dave Craig said, identifying the project and outlining the mix of uses: 36 acres of single-family homes, 13 acres of commercial and retail, and 15 acres for independent living. He said the plan envisions a mixed-use, multigenerational community oriented to outdoor amenities and the lake.
Craig told the council the developer has completed boundary and topographic surveys, wetlands delineations, and preliminary utility capacity checks for water and sewer. He said the team is finalizing a traffic study and expects to deliver a large draft of the master plan and architecture to the town in roughly one to two weeks. Craig also said developers have designed about 1.5 miles of off-site sewer to reach the site and are coordinating with Blue Granite and state Department of Transportation staff on routing and impacts.
Councilors asked about environmental review and timing. Councilor Waldman asked, "Is that in the works or been done or will be done?" Craig replied, "Yeah. It's in the works. We've engaged our consultant. They'll be out there, starting in about a week." He added the projected early first-quarter 2026 groundbreaking depends on how quickly the master plan is finalized and civil engineering is pushed forward.
Craig said the development agreement with Richland County has been recorded and that architectural controls and an Architectural Control Commission structure are being finalized. He said developers are lining up partners for the independent-living element and commercial parcels and hope to announce those partners soon.
Council members and the developer agreed to maintain open communication; Craig said he would return to council meetings as needed. Staff and the council asked the developer to notify them if delays in the town review process affected the schedule.
The presentation was made during the council's business meeting; no formal vote was required. Council members and two nearby residents later asked for more frequent, comprehensive updates as the project proceeds.
