Mayor Alex Funaghi said that after the City of Laguna Beach rejected a formal appeal of the Promenade On Forest project, the next step is to produce construction‑level drawings, develop a budget and move toward implementation. "The next steps as I understand the process is to have basically a higher level of construction drawings, and just more details in the plans beyond what's...approved by the city council," Funaghi said during an interview on StuNews Fair Game.
Funaghi told host Tom Johnson that the council previously approved the conceptual design and that detailed plans are needed to generate a reliable cost estimate and construction approach. He also said opponents may appeal the council decision to the California Coastal Commission and that such an appeal "could potentially delay it." Funaghi said city staff plan early engagement with the Coastal Commission and that he hopes the commission will find the same facts that supported the city council's approval.
Funaghi also said project planning will include discussions about mitigating impacts to surrounding businesses during construction. He described the immediate follow‑up as work on instruction drawings and budgeting, not a construction start. No formal construction schedule or contract award was given in the interview.
