Board accepts Measure Q implementation plan and approves staffing; CEO office to lead grant administration

The Board of Supervisors accepted a report on implementation costs and staffing for Measure Q (the countyvoter-approved Wildfire and Wildlife Protection Act) on June 10 and approved an additional administrative analyst position to support Measure Q operations and grant administration.
County staff presented detailed cost estimates for Measure Q operations and described the role of a new analyst position that would coordinate Measure Q grants, work with the newly formed Measure Q advisory body (COAB), and help leverage Measure Q funds alongside state and federal grant opportunities. The CEOoffice recommended housing the position in the Office of Response, Recovery and Resilience (OR3) within the CEOoffice so the position could represent the county in cross-jurisdictional discussions and pursue multi-county and state-level leverage opportunities.
Some supervisors and public commenters urged that the parks department be closely involved in Measure Q implementation because parks projects will be a substantial use of Measure Q funds; a Land Trust representative also asked the board to ensure parks and OR3 jointly administer grants and make joint recommendations to the board in keeping with the ballot language and voter intent.
After discussion the board approved the staff recommendation to add 1.0 FTE (a senior administrative analyst classification in the CEO office) to manage Measure Q grant operations, while reaffirming that Parks and OR3 would co-administer and coordinate implementation with community stakeholders.
What happens next: The CEOoffice will recruit the analyst position, begin grant-administration planning for Measure Q funds, and coordinate with Parks, OR3 and the COAB on the programmatic framework and grant criteria.
