Commissioner Hamilton moved to approve the items subject to staff comments; Commissioner Furey seconded. Motion carried 5‑0. - Item 3m: A preliminary plat creating residential lots in a new subdivision. Staff said the new plat increases the lot count from the prior preliminary plat by three lots (from 285 to 288). Commissioners asked about lot widths and whether the smallest allowed lot width in the zoning text (55 feet) appeared on the submitted plat. An engineer representing the applicant stated that the smallest proposed lots on the submitted plat are 60 feet in width; staff confirmed the submitted lots meet the PD requirements as drawn. Commissioner Blanton moved to approve item 3m; Commissioner Hamilton seconded. Motion carried 5‑0.
Staff and technical notes: For the site plan that includes Lot 3 (the back lot without public‑street frontage), staff noted that Hartman and the fire department reviewed the plans and raised no concerns about emergency access. Screening along the southern boundary of one site will be a living screen (American pillar arborvitae or Carolina cherry laurel) where the property abuts a lot zoned single‑family; staff requested living‑screen details be submitted with the Lot 2 site plan. Several approvals were conditioned on recordation of plat documents before building permits are issued and on Town Council approval of nonfronting lots.
