Police Chief Gary Williamson told council the department’s March 2020 lease of four fully upfitted patrol vehicles had reached the end of its life cycle. The department recommended entering a new 60‑month lease through Enterprise Fleet Management for four 2025 Ford Police Interceptor utility vehicles. Each vehicle’s lease payment is $1,495.05 per month for a 60‑month term; the four-vehicle monthly total ($5,980.20) represents an increase of $886.67 per month over the current lease payment of $5,093.53.
Council also approved contracting with Phoenix Industries (a BuyBoard vendor) to purchase and install emergency equipment and upfitting for four vehicles (lights, sirens, partitions and other gear) at a quoted price of $76,522.52. The council approved purchasing four Motorola radios and four in-car camera systems (Motorola Solutions, sole-source per local-government code) for $68,393.60. The combined cost to fully equip the four vehicles was presented as $144,916.12.
Captain Danny Williams, the department’s fleet manager, said a new fully upfitted unit’s total package is roughly $80,000–$90,000 if the city were to buy outright—explaining the department’s ongoing use of leasing to spread capital cost and avoid large upfront expenditures. Council approved the lease and equipment purchases; the motions passed without recorded opposition.
Staff said the department will transfer equipment from outgoing units where appropriate and confirmed the new units will be standardized to match existing fleet appearance and equipment.
