Cody approves HDR agreement and budget carryover for North Lift Station upgrade; total project remains within budget

The City of Cody approved a short-form agreement with HDR Engineering for construction administration and project-representative services for the North Lift Station upgrade and authorized related utility work, with staff saying the project remains within its $1.1 million budget.
Jake Moyer (staff member) presented the agreement for HDR Engineering in the amount of $104,195 to provide construction administration, shop-drawing review and project representation. He said $475,000 remained in FY2025 funds that will be carried forward to FY2026 to increase project funding. Jake said the city will also hire Black Hills Energy for $16,500 to provide a new gas-service line to the project site. After deducting HDR and Black Hills Energy costs, Jake said the remaining project balance would be $354,305 and that the total project cost would be $1,100,000.
Council members asked why the project cost estimates differed from an earlier South Dakota engineering estimate (about $720,000). Staff and other council members said recent widespread increases in material and labor costs, and market-wide price escalations, accounted for the higher current estimates. Staff reported they had compared notes with in-state engineers and contractors and did not believe the current estimate was out of line. Council members suggested discussing bid lists and potential local bidders in a work session to increase competition.
Council member Centenary moved and Council member Lang seconded approval of the HDR agreement; the council approved the contract and authorized associated documents by voice vote.
Ending: Staff will process the contract, hire Black Hills Energy for the service tie-in, and carry forward identified FY25 funds into FY26 for the project.
