Committee advances bill to help school districts plan educator housing on district land

The Senate Housing Committee voted to move AB 1296 to Appropriations. The bill would direct the Department of Housing and Community Development (HCD) to provide advisory technical assistance to local education agencies interested in planning or developing housing for educators on district-owned land.

Assemblymember Bonta presented the measure and described it as an "equity-driven solution" to the educator workforce and housing crises. "The goal is simple. Help school districts unlock the potential of over 75,000 acres of publicly owned land to provide housing for the workforce who serve our communities without pulling resources away from the classroom," the author said.

Supporters said many school districts lack capacity to undertake predevelopment activities and that HCD already has tools and experience to advise districts on legal, financing and regulatory steps. Jordan Panetta Carbajal of California YIMBY testified in support; Senator Cortese also spoke in favor, noting prior state efforts to provide similar technical assistance.

Members raised questions about whether school districts would become developers or would work with private partners, and how surplus-vs-non-surplus land rules would apply. The author and witnesses said the bill is intended to support districts through planning and to clarify options rather than force any particular transaction structure.

The committee recorded the motion to report AB 1296 to Appropriations. Members emphasized the bill is intended to expand capacity for smaller districts to vet opportunities for workforce housing.
