The Butler County Board of Commissioners approved a memorandum of understanding with the Butler County Educational Service Center to act as fiscal agent for the Butler County Family and Children First Council and implement a three‑year community wraparound services program.
Administrator Bueno read the memorandum language during the resolutions segment and staff said the agreement would not exceed $1,181,902.19 and would run from July 1, 2025, through June 30, 2028. The memorandum designates Butler County Educational Service Center as the fiscal agent for the Family and Children First Council for the project.
During public comment, Beth Race, executive director of the Butler County Family and Children First Council, thanked the board for the contract and described program outcomes from the previous year: "This is my eighth year running the program, and last year, we served 212 youth…91% of these youth were able to stay in their own homes, schools, and communities. That saves about $2,900,000 a year in placement cost," Race said.
Separately, the county’s community development staff told commissioners they would present an amendment to the 2025 Community Development Block Grant (CDBG) and HOME action plans at the next meeting after the U.S. Department of Housing and Urban Development provided additional funds. Staff reported HUD notified the county of approximately $55,000 in additional CDBG funds and nearly $20,000 in additional HOME funds above earlier estimates. County staff recommended allocating an additional $44,000 toward Milford Township’s Dardown Street repaving project and an additional $73,000 in HOME dollars toward neighborhood housing new construction, both items to be included in the amendment staff will present for formal approval at the next meeting.
The board approved department resolutions as submitted in a single motion, which covered this and several other department items; commissioners recorded unanimous votes in favor of the resolutions.
