Special magistrate orders permits or removal, fines possible for two St. Cloud properties

A special magistrate in St. Cloud on Sept. 17 found two property owners in violation for performing work without required permits and set compliance deadlines of Oct. 10, 2025.

Alex Miller, a City of Saint Cloud code enforcement officer, presented evidence that a back porch and a rented shed at 1514 Ohio Avenue were installed and remodeled without permits. Miller recommended a compliance deadline of Oct. 10, 2025, or a $250 per‑day fine until the violations are resolved, and sought administrative costs of $355.38. Melody Coservani, representing the owner Broderick Street Homes LLC, told the magistrate the shed is a rent‑to‑own unit and the owner has arranged its removal; Coservani said the parties are coordinating with code enforcement and requested the order reflect the ongoing removal and a tied payment timeline. The magistrate said he would enter the order as requested and noted he would copy the owner’s counsel on the written order.

Separately, the magistrate found Strada Trust Company in violation at 1001 Ohio Avenue for installing new windows and an air‑conditioning unit without permits. Miller told the magistrate the windows were installed in 2024 and an AC installation occurred in July 2024; the contractor’s permit application had been revoked and no permit is on record. The magistrate ordered Strada Trust Company to obtain required permits by Oct. 10, 2025, or face a $250 per‑day fine until the work is permitted; he also ordered administrative costs of $318.48 to be paid within seven days of the written order. The magistrate said the administrative cost deadline could be tied to the Oct. 10 compliance date on request.

Both code‑enforcement matters will be memorialized in written orders the city will mail; the magistrate said he would provide electronic copies to counsel on request.

The magistrate announced the next hearing date as Oct. 15, 2025, to be held in the Community Development Conference Room.
