Draft EIR for Westside annexation, North Lancaster Industrial specific plan re-noticed; comment period extended to July 21

City planning staff told the Lancaster Planning Commission that the draft Environmental Impact Report (EIR) for the Westside annexation and the North Lancaster Industrial Specific Plan was re-noticed and that the comment period has been extended to July 21, 2025.
"The draft EIR for the Westside annexation and North Lancaster Industrial specific plan was released for a 45-day public review and comment period on May 23 of this year," said the city’s environmental planner. She said that because of an error in the document staff had to renotice, and the public comment period now closes on July 21. Staff emphasized that tonight’s hearing was limited to collecting public comment for inclusion in the final EIR and not an opportunity for commissioners to debate or answer questions about the draft EIR.
The planner said all oral comments provided at the meeting would be transcribed verbatim from the video record and included in the administrative record, and that written comments by email or regular mail will be accepted through the July 21 deadline. The draft specific plan and EIR will return to the Planning Commission for a recommendation to City Council on August 18, staff said.
