Planning panel approves conditional-use permit for new banquet hall at West Avenue L; one commissioner abstains

The Lancaster Planning Commission on a 4-1-2 vote approved a conditional-use permit to allow a new banquet hall, "The Venue by Palacio," at 2733 West Avenue L in the West Lancaster Plaza shopping center. The motion adopted Resolution 2510 and found the project categorically exempt from the California Environmental Quality Act under Class 1 for existing facilities.
Mitzi Alvarado, project planner, presented the proposal and said the tenant space would include two event rooms, support spaces and no on-site kitchen. "The proposed banquet hall plans to host private events such as meetings, weddings, and birthdays during the business operating hours, which are Monday through Sunday from 10 AM to 12 AM," Alvarado said, adding that the applicant is not requesting an ABC license and that all food and alcohol would be provided by licensed caterers. Staff noted a condition requiring security for every event at a ratio of one guard per 75 guests.
Applicant representatives told commissioners the venue will rely on outside catering and private bookings rather than operate as a nightclub. "We are dealing with one client versus open to the public. We're not doing nightclubs or promotion stuff like that," said Andres Cabrera, who said the team will contract professional security and work with the sheriff's department as needed.
Commissioners confirmed conditions of approval will allow periodic review by the commission if crime or other concerns arise. The commission also received an uncontested letter from the applicant included in the record.
When the commission voted, Commissioner Carrillo abstained, citing a small current project he is working on with one of the applicants as the reason for recusal. The motion to adopt Resolution 2510 passed 4 in favor, 1 abstention and 2 absent. The planning manager will authorize staff to file the required notice of exemption under CEQA.
The conditional-use permit allows private events in the existing commercial tenant space; staff will monitor compliance with conditions including hours, security staffing and catering/vendor approvals.
