A staff presenter explained that the 2023 certificate had been approved earlier but that work by contractors in 2024 inadvertently impacted dunes and dune vegetation, forcing a stop work order and the development of a mitigation plan. Staff said the applicant has worked with the city, the county and the Texas General Land Office (GLO) to prepare a mitigation plan and that Nueces County approved the plan because the impact is seaward of the dune protection line and the beachfront construction line.
Staff described the mitigation area and said the proposed dune compensation will take place seaward of the erosion area line (technical terms given as roughly 200 feet seaward of the vegetation line). No members of the public spoke during the public hearing on this item. A motion to approve the application as presented by staff carried unanimously at the meeting.
The committee recorded no additional conditions in the discussion beyond the staff recommendation; follow‑up will proceed through the city’s permitting and GLO coordination processes.
