Planning commission grants conditional approval for Fourth & Booth distribution center addition

The Chester City Planning Commission voted Feb. 5 to grant preliminary/final conditional approval to a revised final plan for the Fourth and Booth Distribution Center Stage 2, approving construction of a one-story, 9,600-square-foot repair building for tractor trailers and buses on a site that is an extension of the existing distribution center campus.
Alliance 436 Highland Avenue LLC (care of Alliance HP Management LLC) is the applicant. The new structure will be located in the city’s LIC (light industrial commercial) zoning district and is sited where previous approvals already established sidewalks, stormwater infrastructure and the bulk of site improvements. The commission’s action authorizes the applicant to proceed subject to conditions documented by the city engineer and planning staff and required agency clearances.
Applicant representatives told the commission that the proposed building replaces an existing impervious parking area without increasing overall site impervious coverage; the submission reduces impervious area by roughly 500 square feet compared with the prior layout. The applicant’s engineer said the site’s stormwater BMP (best-management practice) had been previously constructed under a PADEP field-change review and would be updated in revised calculations. The engineer noted the site cannot infiltrate because it is an Act 2 site; stormwater is managed by a chamber system and managed-release concept out to Delcora.
Commission and staff comments focused on clarifying graphics and material-callouts for building facades (metal-panel siding limits on front facades), lighting, signage and final documentation for the Delaware County Conservation District and PennDOT (highway-occupancy utility accesses). The fire department confirmed standard apparatus could access the site and that the hydrant layout would support operations; the applicant will provide truck-turning templates for the record. The city engineer and applicant agreed to finalize minor graphical and permit items before recording.
Ron Madison (Colliers Engineering Design) and the city engineer recommended a conditional approval that requires the applicant to: submit revised stormwater calculations if required by Delaware County Conservation District; obtain or document necessary PennDOT permits for new utility openings in the state right-of-way; and resolve final lighting, signage and landscape details with planning staff. The commission’s motion approved the revised plan subject to those standard conditions.
