The commission reviewed a sketch plan on April 9 proposing to consolidate 1200–1208 West Third Street and construct a roughly 3,000-square-foot contractor garage with an office. The site is in the C-1R commercial/industrial district adjacent to R-3 residential uses and the True Way Pentecostal Church of Christ.
Why it matters: The property fronts a corridor the city’s comprehensive plan identifies for multimodal improvements. The commission and staff emphasized pedestrian connectivity, buffering between the proposed use and nearby residences, limits on outdoor storage and controls on hours of operation.
What was proposed: Alex Rodriguez of Catania Engineering Associates said the applicant — a local landscaping business — intends primarily daytime operations and vehicle storage, not on-site equipment repair. Rodriguez said the design will add a five-foot sidewalk with ADA ramps, a grass strip at the corner, and landscape screening. He told the commission the building will have a gabled roof and “the applicant was willing to put in the improvements” to better fit the neighborhood.
Staff concerns: The planning director noted the site sits within the city’s Third Street corridor improvement area and flagged several review items: confirmation the percent of exposed metal panels complies with the 60% limit in the ordinance, demonstration that landscaping will buffer parking visible from the street, and clarification of hours and outdoor storage so limits on outdoor storage (25% maximum for tradesman headquarters) are observed. The planning department also requested that any fence proposals be processed via a separate zoning permit.
Engineering and operations: City engineering comments focused on driveway widths, vehicle turning and potential queuing on West Third Street. The proposed interior garage configuration was revised during the meeting so trucks can pull through the building (double bay doors front and back) to avoid backing onto West Third Street. Applicant representatives offered pervious pavers and underground retention options to address stormwater.
Next steps: As a sketch plan this item did not require a recommendation; staff asked the applicant to address the landscaping, driveway and sound-level notes when preparing a formal land development submission.
