Staff member Miss Watson said three bids were received and Sol Construction was the low bidder; the city has worked with Sol Construction previously on booster-station projects and recommended awarding the contract. Councilmember Manning moved to award the contract; the motion passed with all members voting in favor.
Related action: Council also approved a construction-administration task-order addendum with Black & Veatch for supplemental services tied to the SR 20/I‑575 project. Watson described the scope as monthly progress meetings, site visits, inspections, review of shop drawings, maintaining logbooks, responding to RFIs and change orders, and preparing record documents. A motion to award that addendum to Black & Veatch for $86,845 passed unanimously.
Other water items discussed without final votes included a proposal to relocate an exposed vault for the "Aspect on the River" development (staff presented a low quote from Cummins Enterprises of roughly $73,700) and the need for construction management on the Ridge Pine elevated tank replacement (the tank contract and related construction-management addendum were presented for council review; staff identified the tank contract low bid at about $14,000,000 and asked for robust construction management services). Watson also presented a proposed update to the city's Water System Master Plan and an associated task order with Black & Veatch estimated at $486,500; the master-plan update is required by the North Metro Georgia Water Planning District and would include a water-supply evaluation and treatment-facility planning.
