The University of Tennessee Board of Trustees approved a $10,455,000 budget increase for the Presidential Court renovation at UT Knoxville, bringing the total authorized project budget to $40,455,000.
David Miller, presenting the capital project update, said the facility — a student-organization building adjacent to Rocky Top Dining Hall that houses testing centers, a multimedia lounge and the Center for Basic Needs pantry — was disclosed more than two years ago with a planning estimate of $30,000,000. Miller described two years of cost escalation and noted additions required by code and design work, including a fire pump room, a new electrical room, basement walk-in coolers and freezers and replacement of a leaky roof membrane beneath the plaza.
Miller said a state process change now allows the university to begin design before final budget inclusion in the state budget, producing firmer cost estimates earlier. Trustees approved the requested increase by roll-call vote; the recorded roll included unanimous "aye" votes from trustees present.
The resolution requests implementation steps consistent with capital planning and state approvals; Miller indicated the university anticipates tighter budget estimates going forward now that projects can be advanced into design earlier in the process.
