Planning commission approves Hannaford secondary reservoir conditional use permit, removes stormwater condition

The Eastern Summit County Planning Commission on Oct. 26, 2025, approved a conditional use permit for the Hannaford Secondary Reservoir and associated infrastructure, removing a prior condition that required separate pre- and post-construction stormwater calculations before construction.

Commissioners voted to approve the permit for the reservoir and related underground transmission line for a secondary irrigation system as depicted in the project exhibits, striking “condition number 1” from the staff report. The motion was moved by Commissioner Don (no last name provided) and seconded by a commissioner whose name was not specified during the roll call. The recorded vote was: Seth — aye; Dave — aye; Bridget — aye; Dan — aye; and the chair — affirmative. The motion carried.

The change followed engineering review and discussion during the hearing. Brandon Brady, an engineer who reviewed the materials submitted for the project, told the commission he had received and reviewed the stormwater calculations and was “comfortable with both the conditions and the information that was submitted.” Brady said, “That condition number 1 can be struck.”

An applicant representative, identified only as the applicant’s speaker, said the project team has worked on the project for about seven years. “We—een working on it for close to 7 years now. So, we— excited to get going on it so we can serve our citizens,” the applicant said.

Commissioner David (no last name provided) said he had reviewed the prior meeting audio and minutes and recalled that engineering calculations presented previously showed peak flows in the range of about 74 cubic feet per second — rising to roughly 75 cfs under the scenario discussed — and that the commission had awaited validation of those calculations. After Brady confirmed he had reviewed and accepted the calculations, commissioners agreed that the previously required separate stormwater-calculation condition was redundant and could be removed.

The staff report language for the removed condition had required that, “prior to any construction activity, [the applicant] must provide stormwater calcs that show pre- and post-construction conditions for the 100-year storm event that are acceptable to the county engineer.” Commissioners and staff said the submitted analyses addressed that requirement and engineering review supported removing the standalone condition.

The approved motion applied to the Hannaford Secondary Reservoir and associated infrastructure located on Parcel NS 836-X and any other property depicted in the project exhibits. The remaining findings, conclusions and conditions in the staff report were left in place.

Following the vote, commissioners noted upcoming items and announcements: the planning lab will present final projects Monday evening, and staff announced a new planner, Amanda Curtis, joining the department.
