Hooper council adopts tentative 2025–26 budget after amending council, executive and planning-commission pay lines

The Hooper City Council on May 15 adopted a tentative budget for fiscal year 2025–26 after approving an amendment to return the council, executive and planning commission compensation lines to their prior amounts.
Council members debated the tentative budget for more than an hour, raising questions about recent hiring, higher engineering costs and whether council members had been adequately informed during staff hiring and budget preparation. Tammy (staff member overseeing the budget) answered technical questions about allocations, fund breakouts for utilities (sewer, water, garbage) and grant-related revenues and expenses.
The discussion drew attention to rising professional-services and engineering expenses. Several council members said they believed outlays for outside engineering had increased sharply since the prior year and questioned whether the council had been included earlier in hiring decisions that changed staffing and contract needs. Council members and staff repeatedly distinguished between discussion (questions, concerns and requests for additional review), direction to staff (to post the tentative budget and prepare materials), and formal action (voting to adopt the tentative budget). Staff repeatedly said state budget posting deadlines require a tentative budget be made available before the final-adoption public hearing.
After initial discussion the council considered two separate motions. A motion to adopt the tentative budget as presented drew mixed votes and did not become the final action. Council then approved a substitute motion to adopt the tentative budget with one change: return the compensation amounts for the council, the executive (mayor’s office) and the planning commission to their prior account levels so those changes could be further examined in advance of the final hearing.
The council instructed staff to post the tentative budget on the city website for public review and to schedule the required public notices and hearings before the final adoption deadline. Tammy said the final budget must be adopted by the end of June and that the tentative posting is intended to give residents adequate time to review and prepare comments for the final hearing.

The mayor and staff set a schedule for additional review: staff agreed to post the tentative budget and provide a revised packet with the amended lines in time for public notice requirements and for a final adoption hearing scheduled in June.
The council directed staff to prepare an updated public notice that clearly labels the document as tentative and to provide council members a summary of the specific line-item changes requested. The council also scheduled an additional budget-review meeting for May 22 at 7:00 p.m. for members who requested more time to review the packet before the June final adoption window.
