The San Bernardino Planning Commission unanimously approved a conditional use permit to establish a dry paper‑pulping facility at 308 South Mountain View.
Michael Zales, a planning division staffer, described Conditional Use Permit 24‑12 as a proposal to operate dry pulping and processing in an existing commercial building of about 12,500 square feet on a 1.15‑acre parcel in the Commercial Heavy zone. Zales said the project converts an existing industrial building previously used for fabrication into a facility that mechanically shreds waste paper and compacts it into a dry pulp used for products such as packaging and nursery pots.
Applicant John Carlo said the facility will process primarily cardboard and produce a compacted pulp product. "This is a dry process. It's not a wet process," Carlo said, adding the business expects to work mostly with clean cardboard collected from local suppliers.
Staff and the applicant told commissioners the facility will operate Monday through Friday from 7 a.m. to 7 p.m. and Saturdays 7 a.m. to 4 p.m., will employ about 10–15 people, and plans for roughly four truck deliveries and four truck departures per day in typical operations. The applicant said the equipment will include dust‑control measures and meet safety standards; brands cited included WEG, ABB and Siemens.
The commission adopted Resolution 2025‑052 finding the project exempt under CEQA §15301 (existing facilities) and approved Conditional Use Permit 24‑12 subject to conditions. Commissioners asked staff about outdoor storage, paving and screening; staff said the operations are primarily indoors and any outdoor storage will be screened and covered and subject to inspection and environmental controls.
The motion passed unanimously; the file shows the applicant will proceed to plan check, building permits and any required off‑site improvements identified by Public Works during permit review.
