District facilities update: boilers started, classrooms being finished; phase-3 bond and SED submissions under way

District facilities staff told the Valley Central board that work on several capital projects is progressing and outlined near-term priorities and procurement concerns.
The district’s facilities director said both boilers at Valley Central High School and East Coldenham have been started, and factory representatives were on site to complete system startup. “We do have 1 of each building running so that we're providing heat in case it gets cold,” the facilities director said. Staff reported two of nine classrooms completed in current upgrades and that multiple contractors are working night shifts to finish data and electrical outlets in classrooms.
Major items and timeline: Facilities staff said phase-3 of the 2023 bond is in design and expected to go out to bid in November, pending constructability reviews with district staff. A separate 2025 project — including middle school cafeteria HVAC, Montgomery window replacements, gymnasium floor work and East Coldenham classroom flooring — has been submitted to the State Education Department (SED) and is in the approval queue. Some items such as well-water storage will also require Department of Health approval.
Roofing and procurement concerns: Staff warned that rooftop solar decisions must consider roof condition and replacement timing to avoid removing arrays for roof replacement, which can be costly. The facilities director said the procurement lead time for aluminum windows is currently about 16 weeks and that the district is considering splitting large window contracts across two school bid packages to reduce risk. Staff also noted an existing roof at the high-school gym has exceeded its expected life and that a district-wide roof-condition survey would help prioritize work.
Why this matters: Facilities work affects classroom readiness and the district’s ability to plan upgrades such as cooling and potential renewable-energy installations. The board was told to expect an AC/cooling study presentation in the coming months; that study’s findings will affect electrical-capacity upgrades and the timing of other capital work.
Next steps and transparency: Staff said they will continue punch-list work, provide updates at future meetings and continue design and bid preparation with faculty input. The board was told staff will return with additional updates at the next meeting and when SED provides feedback on the 2025 submission.
