City staff told the council the contract that will be drafted includes a clause, suggested by the city attorney, to allow limited negotiation if diesel fuel prices spike to levels that make performance unreasonable over the five-year term. City leaders praised both bidders for past service and said they expect a multi-year agreement to provide stable service and predictable pricing for residents.
