Committee to send camping-cabin amendment (Option F) to towns while legal reviews 30% park-model threshold; solar moratorium planned for June

A member of the public, Linda Zilmer, said she has an outstanding public-records request about the origin of the 30% limitation and urged the committee to seek a legal opinion before sending the amendment to towns. Zilmer told the committee she found mixed ordinance language in historical minutes and said she could not confirm whether a 30% requirement had been properly enacted in county ordinance in earlier years.
Staff traced the 30% language to an earlier ad hoc committee draft and a later codification step that may have reinserted the 30% figure without county-board ratification. The zoning administrator said the item will go out to towns midweek in conjunction with June town-board hearings and that county legal counsel will analyze state law to determine whether the county can adopt a 30% threshold.
Separately, a committee member asked staff to prepare language for a solar-facility moratorium for the June meeting to provide county staff time to draft a solar ordinance; staff confirmed they would prepare that language.
The committee did not take a final vote on Option F or on the 30% issue; the item will proceed to town review and legal analysis before any county action.
