Willard City planning staff told commissioners on May 15 that property owners want to retain an off-premise billboard and revitalize its display, and that a conditional-use review committee recommended approval for a separate application to store fireworks on a property near Apple Creek.
On the billboard, staff said they spoke with the Barkers and that "they would like to keep the CUP. They want to revitalize the sign and put something new up," according to Maddie, the staff member relaying the owners' request. Commissioners noted the sign is "in pretty bad shape" and discussed updating permit contact information and confirming the new sign design before reactivating the conditional-use permit.
Separately, staff reported that a conditional-use review committee had met and recommended approval of a proposed fireworks-storage use for a location across from Apple Creek, and that the applicant asked whether the planning commission would hold a special meeting to act sooner than the next regular session. The committee requested the planning commission consider a special meeting on May 29 (a fifth-week meeting) at 5:00 p.m. so the applicant could begin storing fireworks as soon as permitted.
Commissioners discussed meeting scheduling constraints and the subdivision review timeline. Staff advised that if an applicant does not submit required paperwork by May 22, the commission might need a special meeting the week of May 18 (the 18th) to meet statutory notice deadlines; otherwise the item could be calendared for the June 5 regular meeting. Commissioners agreed to schedule the May 29 special meeting at 5:00 p.m. if paperwork timelines require it and to send an agenda packet and reminder to members.
No conditional-use permit was formally granted during the May 15 meeting; staff said the conditional-use review committee's recommendation and pending applications will be placed on an upcoming agenda for final action once required materials and public-notice steps are complete.
