Zoning committee conditions accessory-building permit on town approval for Madison-area trust

The Sawyer County Zoning Committee approved CUP 25-036 for the Christopher Jane Clark Trust to place a 70-by-30-foot accessory building on vacant land, subject to standard conditions and the requirement that the town board also approve the proposal.
Zoning staff explained that under county rules an accessory building on vacant land may be allowed by CUP only if a principal dwelling is constructed on the same parcel within three years. Staff recommended a land-use permit for the accessory structure within 12 months and a principal-structure permit within three years; failure to build the principal dwelling could lead to citation and removal of the accessory structure.
Applicant Christopher Clark told the committee he had difficulty attending the town meeting but had since provided requested information and intends to build a primary dwelling within the three-year window. “They’ve walked me through it to get even this for, and I appreciate that,” Clark said of county staff assistance.
Committee members discussed the town’s action (the town tabled the matter) and accepted staff’s recommendation to require town approval as an added condition. The motion to approve included findings of fact 1 through 14. Roll call recorded unanimous votes in favor by Dale Magnuson, Kaye Wilson, Marshall Savitsky, Ron Buchholz and Steve Kariannan.
The CUP includes automatic conditions in county code requiring the accessory structure to meet setbacks and not exceed the size and height limits specified in Appendix D. Staff noted the parcel’s combined acreage and that town approval would finalize the county action before the accessory structure permit is issued.
