Planning commission forwards San Joaquin County sixth-cycle housing element to Board after HCD review

The San Joaquin County Planning Commission voted to forward to the Board of Supervisors a recommended adoption of the county's sixth-cycle housing element (General Plan text amendment PA230242), after staff reported that the state Housing and Community Development Department (HCD) has indicated the document meets statutory requirements once adopted and resubmitted.
Cynthia Walsh of PlaceWorks, the consultant on the update, provided an overview of the housing element process and HCD review. Walsh said, "the housing element is 1 of the 8 mandated elements of the general plan. It does need to be updated every 8 years," and described the current sixth cycle as running from December 31, 2023, to December 31, 2031.
