Clerk’s office staff presented proposed changes including a definition for a "rehired employee" and language clarifying what prior service counts toward vacation accrual. Committee members debated whether rehired employees should carry forward prior service for vacation accrual indefinitely, whether a one‑time hiring incentive should be allowed, and how to treat part‑time and LTE/seasonal hires.
Several members expressed concern that allowing full credit for many years of prior service — for example, a 20‑year veteran returning after many years — would create morale issues and administrative complexity. The clerk’s office recommended grandfathering existing rehired employees and adopting a clearer, administratively workable rule moving forward; staff were asked to prepare revised language that would: state whether prior service counts, define time limits or grandfathering terms, and clarify which employee categories (full time, part time, LTE/seasonal) are covered.
Other items flagged for revision included a sentence about using the sick bank on a first‑in, first‑out basis (which staff said had not been approved formally and was recommended for removal) and guidance about vacation payout rules for employees assuming certain elected offices.
The committee voted to table the handbook updates until the next Executive Committee meeting so staff could circulate revised language to members in advance.
Ending Staff will rework the handbook language, propose grandfathering or limits for rehired‑employee credit, and bring a clarified draft to the next Executive Committee meeting for action and subsequent county board review.
