Council directed staff to prepare a final policy modeled on "Option 1" (free daytime use with limited AV) but to carve out evening and after‑hours use so only recurring public agencies and formal governing boards (the school district, certain commissions and similar entities) may reserve the chambers after hours. Staff said they will obtain cost estimates for upgrading the soundboard, securing AV equipment, and for possible door/entry upgrades (keyless or keypad entry) and will return a final policy and estimated costs for council approval.
