Escondido council receives 2024 general plan annual progress report; housing and transportation progress highlighted

City planning staff presented the City of Escondido's 2024 General Plan Annual Progress Report (APR) and the City Council voted to receive and file the informational presentation.
Planning analyst Priscilla Reldan explained the APR is California'required reporting that summarizes the city's progress on General Plan goals and milestones. "Since 1965, California state law has required cities and counties to provide implementation progress on the general plan," Reldan said, and she noted that this APR is informational: the request before the council was to receive and file the presentation and post the report online.
Reldan highlighted key accomplishments from 2024:
- Housing progress toward the Regional Housing Needs Allocation: 23% of above-moderate, 3% of moderate, 12% of low, and 8% of very-low income units reported toward targets. - Major and pipeline development: Palomar Heights, Queen Street Senior apartments (near the transit center), 555 West Grand and Northeast Gateway near Dixon Lake were noted as projects either beginning construction or under construction. - Transportation and capital improvements: work continued on the comprehensive active transportation strategy (CATS); 24 capital improvement projects proceeded in 2024, including Kit Carson Park softball field re-fencing and Grand Avenue Phase 2 streetscape improvements. Citro Colorado Parkway extension was reported at nearly 99% complete and open to the public. - Community services and library redevelopment: more than 15,000 soccer participants, over 200,000 library visits and completion of planning and design for the library redevelopment; library construction is set to begin in 2025 with a satellite location at North County Mall to operate through spring 2026.
Reldan said staff will submit the APR to the San Diego Association of Governments (SANDAG) and the Governor's Office of Land Use and Climate Innovation and make the report available on the city's website. Council members thanked staff for the summary and noted the volume of public-service activity captured by the APR.
Action taken: the City Council received and filed the 2024 General Plan Annual Progress Report; no regulatory action was requested.
