Council sets intent to levy landscape and lighting assessments; staff to refurbish zones A and C

The Willows City Council on May 13 adopted a resolution of intention to levy and collect assessments for the city’s Landscaping and Lighting Assessment District and preliminarily approved the engineer’s report for fiscal year 2025–26.
City Engineer John Wenger told the council the district is divided into three zones: Zone A (Birch Street Village — landscaping and lighting), Zone B (Walmart lighting and a traffic‑signal share), and Zone C (Harvest Drive near the Romano Cheese area). The preliminary report proposes a Zone A increase of about $129, a Zone B decrease of about $233, and a Zone C increase of about $154 for the coming fiscal year. Wenger said the report also identifies a planned refurbishment of landscaping and irrigation in Zones A and C and that staff will issue a request for proposals for both the refurbishment work and — optionally — ongoing contractor maintenance.
Wenger noted the annual proposed assessments are well below the district’s established maximum assessments, which the council indexes annually for cost‑of‑living. The council set a public hearing on the final engineer’s report for June 24, the next step in the three‑step process required by the Landscaping and Lighting Act of 1972.
The resolution of intention passed by roll call, 5–0. Council members recorded ayes individually during the roll call.
