Council approves Legends mixed‑use phases 1 and 6 after public concerns about access and drainage

The Farr West City Council on May 15 approved the Legends mixed‑use subdivision phases 1 and 6, subject to conditions that parcel the planned detention/road corridor and require the developer to stub utilities and provide a future approach into land to the south.

The vote followed more than an hour of staff briefings and public comment from adjacent landowners concerned the new plat would leave the Brinkerhoff property landlocked or without guaranteed access. Councilmembers voted 4–0 (Tim: aye; Dave: aye; Boyd: aye; Bob: aye) to approve the subdivision with the stipulations discussed at the meeting.

The planning and engineering staff and the applicant said the approved plat dedicates a 20‑foot strip (noted in the plat as Parcel A) to the city to preserve room for a detention facility and a future 60‑foot right-of‑way. Developer representatives agreed to split that dedication on the final plat into two labeled parcels so one is explicitly for the stormwater/detention basin and the other for roadway/access, and they will stub utilities to the location identified on the plat prior to construction.
