Clovis commission approves consent agenda, grant amendments and lodgers-tax disbursements

The Clovis City Commission approved its consent agenda and several grant-related items by unanimous vote.
Clerk Miss Burrows presented nine consent items for approval. The consent items approved included: an easement between the City of Clovis and the New Mexico Historic Preservation Office for the Lyceum Theater; adoption of Resolution No. 3307-2025 granting signatory authority for the Lyceum Theater; appointment of Kim Tipton to the Parks, Recreation and Beautification Committee as an organization representative; a work-plan proposal for groundwater monitoring at the Clovis Regional Solid Waste Facility; an application for FY2026 non-metro area agency on aging meal-site funding; and amendments to existing Title III and Nutrition Service Incentive Program sub-award contracts that increased awards from $183,758.82 to $228,838.13 and from $16,440.52 to $21,674.95, respectively.
The commission also approved an application to the New Mexico Department of Transportation’s 2025 electric vehicle infrastructure charging grant for chargers at the Clovis Regional Airport and the May 2025 quarterly lodgers-tax disbursements.
Commissioner Paula moved to approve the consent agenda; Commissioner Garza seconded. Votes were recorded as unanimous among commissioners present. Later in the meeting a subsequent motion to acknowledge all related items was made by Commissioner Garza and seconded by Commissioner Casaus and also carried unanimously.
Staff noted that the City will follow procurement and subaward requirements for the grant-related items and that grant administrators will handle required reporting.
Resolution No. 3307-2025 was entered into the record for the Lyceum Theater signatory authority; staff did not specify additional ordinance numbers or contract numbers for several items during the meeting.
