Clovis approves $9.5 million design-build contract for Horizon Behavioral Health Center

The Clovis City Commission on Thursday approved an approximately $9.5 million design-build agreement with Janes Corporation to construct the Horizon Behavioral Health Center.
The contract authorizes Janes Corporation to lead design and construction; McClain and You and Davis Partnership are part of the project team and Community Bridges will operate the facility, city staff said.
The project, presented by City Manager Justin Hovalt, was described as a milestone in efforts to expand behavioral-health resources across Clovis and nearby communities. "We're at another exciting milestone," Hovalt said, noting the contract had been reviewed by the city attorney and that consortium partners had been involved in planning.
Paul Young of Janes Corporation, Raymond McClain of McClain and You and Anne Adams of Davis Partnership spoke during the meeting, each saying they looked forward to moving into design and working with local stakeholders. Daniel Hines of Community Bridges—identified in the meeting as the planned operator—also participated and provided input during the procurement phase.
Commissioner Garza moved to approve the agreement; Mayor Pro Tem Bryant seconded. The commission voted unanimously to approve the contract and authorization to proceed into design and construction.
City staff said the contract uses a standard design-build form and that further project details, including construction schedule and permits, will be developed during the design phase. The agreement will be administered by the city as the consortium's fiscal agent; staff noted other consortium members reviewed the floor plan and were engaged in the selection process.
The approval follows earlier steps in the selection process; the commission and staff emphasized partnership among Clovis, Portales, Curry and Roosevelt County representatives and nonprofit operators to deliver local behavioral-health services. No additional funding breakdowns or construction start dates were given at the meeting.
As the project moves to design, staff said they would return with more specifics on schedule, site work and any required approvals.
