Staff said those figures are preliminary: they described the $1.5 million as a high-level, early-stage estimate and emphasized the need for detailed engineering and an RFP process before final costing.
Commissioners asked about the landfill fund balance and other capital sources. Staff said the landfill fund had a modest remaining balance (roughly $200,000) and that the county planned to explore state grant opportunities; they noted that any major capital move would likely require a multi-year financing plan or outside grant support.
No specific construction contract or funding allocation was approved at the meeting. Commissioners asked staff to continue the planning, refine cost estimates, investigate grant funding and return with a clearer financing plan before allocating county dollars.
